the petitioner has requested the Official Language Department, Hon’ble Supreme Court, Law Commission of India and Hon’ble President of India earlier for the purpose but no fruitful result could be reaped. Kindly consider the petition as per rules for processing. Any defects in filing the instant petition may kindly be condoned and considered on the basis averments in the instant petition, facts and gravity which are adequate to justify the relieves prayed for.
Accordingly your petitioner prays further that:
i) A new section 7A may kindly be inserted in the Official Languages Act to read, “7A. OPTIONAL USE OF HINDI IN JUDGMENTS, ETC., OF SUPREME COURT. As from the appointed day or any day thereafter, the President may, authorise the use of Hindi, in addition to the English language, for the purposes of any proceedings, judgment, decree or order passed or made by Supreme Court and where any judgment, decree or order is passed or made in Hindi, it may be accompanied by a translation of the same in the English language issued under the authority of the Supreme Court”,
ii) The words ‘and Supreme Court’ may kindly be inserted at the end after the words ‘High Courts’ in the object clause of The Official Languages Act, 1963,
iii) Meanwhile arrangements may kindly be made to start the spade work in all courts in area ‘KA’ & ’KHA’ in a practicable phased manner as per Annexure’
iv) All the courts be required to submit regularly the periodical returns on use of Hindi ‘
v) The recommendations dated 28.11.58 of Parliamentary Committee be honoured & conceptually implemented And
vi) Any other orders to promote the spread of the Hindi language, to develop it so that it may serve as a medium of expression for all the elements of the composite culture of India and to secure its enrichment in terms of Article 351 of the Constitution.
